Background
In April 2019, the ACP-EU Culture Programme published its first call for proposals, “Support for ACP audio-visual co-production”, to improve the conditions for the creation and production of audio-visual works in ACP countries, while promoting international co-production.
Based on its review of the projects received, the ACP-EU Culture Programme selected three winners, which shared a total allocation of €5,850,000:
- The CNC (DEENTAL-ACP programme)
- The International Organization of La Francophonie (CLAP-ACP programme)
- The World Cinema Fund (WCF-ACP programme)
Partners
The CNC is conducting this action in association with the Institut français and the eleven partners of the Fonds pour la jeune création francophone (the Burkinabé collective Generation Films, Fédération Wallonie-Bruxelles, Film Fund Luxembourg, Société de Développement des Entreprises Culturelles (SODEC) in Quebec, Téléfilm Canada, TV5MONDE, France Télévisions, SACD, SACD Belgique and SACD Canada). It will also draw on a network of institutions and professionals established in the zone’s countries.
Bonus granting procedure
DEENTAL-ACP financial bonuses are automatic bonuses reserved for projects supported during production by Aide aux cinémas du monde and/or the Fonds pour la jeune création francophone, as long as they meet certain eligibility conditions (see description).
No project may apply only for the bonus.
Description
DEENTAL-ACP financial bonuses are granted to production companies established in an ACP country involved in an international co-production between at least three companies established in at least two ACP countries. The bonus is paid directly to the ACP producer signatory to the DEENTAL-ACP agreement (designated producer).
The bonus is awarded automatically to all projects supported, at the production stage, by Aide aux cinémas du monde and/or the Fonds pour la jeune création francophone and fulfilling certain eligibility conditions (see description). When a project is eligible for the bonus, the CNC contacts the producer who submitted the request for support to the Aide aux cinémas du monde and/or the Fonds pour la jeune création francophone.
For 2020-2022, the annual budget for the DEENTAL-ACP financial bonuses will be €600,000, with €300,000 going to Aide aux cinémas du monde bonuses and €300,000 to the Fonds pour la jeune création francophone bonuses for 2020.
Eligibility for a DEENTAL-ACP financial bonus also makes the project eligible for capacity-building initiatives (professional events, writing and development workshops, etc.) from which the project might gain.
Bonus eligibility criteria
- The project director must be a national of an ACP country.
- The project must be a co-production involving at least 3 companies, established in at least 2 ACP countries.
- If more countries are participating, the number of ACP countries must always be equal to or greater than the number of non-ACP countries.
The above eligibility conditions come in addition to the eligibility conditions set by the support funds to which the bonuses are applied.
Amount of bonus
The amount of the financial bonus may reach up to 100% of the amount of the aid granted under Aide aux cinémas du monde and/or the Fonds pour la jeune création francophone.
The two bonuses available through the DEENTAL-ACP programme (for the Aide aux cinémas du monde and Fonds pour la jeune création francophone respectively) can be combined for a maximum of €150,000 per project.
In addition, the ACP bonuses granted by other beneficiary funds of the ACP-EU Culture programme are also cumulative, and also up to a maximum of €150,000 in bonus per project.
Obligation to spend
The entire bonus must be spent in the ACP countries that are parties to the co-production.

Africa : Angola, Benin, Botswana, Burkina Faso, Burundi, Cameroon, Cape Verde, Central African Republic, Chad, Comoros, Congo, Côte d'Ivoire, Democratic Republic of Congo, Djibouti, Equatorial Guinea, Eritrea, Ethiopia, Gabon, Gambia, Ghana, Guinea, Guinea-Bissau, Kenya, Lesotho, Liberia, Madagascar, Malawi, Mali, South Africa, Mauritius, Mauritania, Mozambique, Namibia, Niger, Nigeria, Rwanda, Sao Tome and Principe, Senegal, Seychelles, Sierra Leone, Somalia, Sudan, Swaziland, Tanzania, Togo, Uganda, Zambia and Zimbabwe.
Note : South Africa is eligible as a co-producer, but not as a bonus applicant.
Caribbean: Antigua and Barbuda, Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Haiti, Jamaica, Dominican Republic, Saint Christopher and Nevis, Saint Lucia, Saint Vincent and Grenadines, Suriname, Trinidad and Tobago.
Pacific: Cook Islands, Fiji, Kiribati, Marshall Islands, Micronesia, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon, Timor-Leste, Tonga, Tuvalu, Vanuatu

Projects supported by Aide aux cinémas du monde are eligible for the DEENTAL-ACP bonus from the July 2020 commission, provided that they meet all the eligibility criteria.
The call for production and postproduction support is closed. The plenary committee will be held on December 6th, 2021.
